A five (5)-member Commission, comprising a Chairperson and four members, is appointed by the Minister of Health for a period of two years. The Commission provides devolved structural support on a range of specific portfolio areas and advises the Executive Director on the institutional strategic direction.
Dr. Phoebe Albina Bwembya, Ph.D. (Board Chairperson)
Ms Bwembya has over 20 years experience working on different assignments for UN organizations, government, bilateral and multi-lateral institutions in the field of agriculture, food security, health and nutrition both in Zambia and abroad. She has done consultancy for several organizations abroad and in Zambia, including Cabinet Office and the Ministry of Health.
She has been working as a lecturer at the University of Zambia in the Department of Biomedical Sciences since 2007. Ms Bwembya holds a Ph.D. in Public Health from University Of Melbourne, Australia. She did her Master’s degree in human Development with a major in Community Nutrition from Southern Illinois University at Carbondale, USA.
Dr Rosemary Kumwenda, MD, PHDC (LON) (Board Member)
Dr Kumwenda is currently the Assistant Resident Representative/Adviser HIV/AIDS and Poverty at the UNDP office; a position she has held from 2003 to date. She was the District Director of Health (DDH) for Lusaka and Livingstone Boards respectively before joining UNDP in 2000.
Dr Rosemary Kumwenda, MD, PHDC (LON) (Board Member)
Dr Kumwenda is currently the Assistant Resident Representative/Adviser HIV/AIDS and Poverty at the UNDP office; a position she has held from 2003 to date. She was the District Director of Health (DDH) for Lusaka and Livingstone Boards respectively before joining UNDP in 2000.
She holds a degree in Human Medicine (MD) from the University of Medicine and Pharmacy of CLUJ-NAPOCA, Romania. Her Master’s Degree is in Public Health in Developing Countries (MSc. PHDC) from the London School of Hygiene and Tropical Medicine).
Mr. Namukolo Mukutu (Board Member)
Mr. Mukutu is an Agricultural Development Planner/Natural Resource Advisor by profession. He holds a Bachelor of Agricultural Sciences Degree (B.Agri.Sc) Specializing in Animal Production and Farm Management Economics from Massey University, New Zealand.
He is conversant with the natural resource base and agricultural systems of Zambia, having been Permanent Secretary of the Ministries overseeing Agriculture, Lands and Natural Resources from 1981 until his retirement in 1996.
Mr. Moses Mwale (Board Member)
Mr. Mwale is currently the Deputy Director (Technical Services) at Zambia Agriculture Research Institute based at Mt. Makulu Central Research Station where he has worked since 1988. He holds a B.Sc. Chemistry Degree from the University of Zambia and M.Sc. Agronomy (Soils) Degree from University of Nebraska, Lincoln, USA.
Dr. Nicholas John Kwendakwema, Ph.D. (Board Member)
Dr Kwendakwema is an engineer by profession. He holds a B. Eng from University of Zambia, M.Sc. (Agric Eng) from Mc Gill University, Canada and a Ph.D (M.E) from the University of Utah, USA. He has been Permanent Secretary in the Ministries of Agriculture and Cooperatives, Communications and Transport and is currently Permanent Secretary in the Ministry of Defense; a position he has held since February 2009.
